Kogi Assembly: Hon. Emmanuel Obaro Backs Water Sector, Irrigation Bills at Plenary
Hon. Emmanuel Obaro, member representing Yagba East Constituency in the Kogi State House of Assembly and Chairman of the House Committee on Physical Planning, Regional, Urban and Rural Development, has expressed strong support for two critical bills aimed at improving water governance and irrigation development in the state.
Speaking during plenary on Wednesday, Hon. Obaro lent his voice to the debate on the “Bill for a Law to Provide for the Kogi State Water Sector Law and Other Matters Connected Therewith, 2025,” as well as the “Bill for a Law to Provide for the Establishment of the Kogi State Irrigation Water Users Association Law and Other Matters Connected Therewith, 2025.”
The lawmaker described both bills as timely and essential to the sustainable development of Kogi State. He noted that the water sector law would provide the needed legal framework for the regulation, distribution, and management of water resources across the state, ensuring access to safe and reliable water for both urban and rural dwellers.
Hon. Obaro further stated the importance of the irrigation water users association law, stating that it would promote organized and participatory water use among local farmers, thereby increasing agricultural productivity and enhancing food security.
“These bills are not only strategic for the future of our state but also reflect our collective commitment to improving the living standards of our people through effective policy frameworks,” he said.
He commended the sponsors of the bills and urged other members of the House to give their full support to the legislative process, stressing that the reforms would have far-reaching impact on the economy, public health, and rural development.
The plenary session, presided over by the Speaker, Rt. Hon. Aliyu Umar Yusuf, witnessed broad support for the two proposed laws. The bills were subsequently committed to the appropriate committees for further legislative action.
